SYeiA've pty Mor iAss THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM TO: City Administrator March 12, FROM: City Engineer SUBJECT: Fencing along Dyke Right~of-Way ~ Public Works Committee March 10, 1987 Recommendation That the conditions agreed to by Council for the granting of a lease for City property alongside the dyke be amended to allow the fence to be located at the top of the slope rather Than ten feet from the toe of the slope. Backgraund and Comments: Council previously approved the negotiation of a lease with the owner of the industrial property located between the Mary Hill Bypass and the dyke in return for sandfill which was placed up against the dyke. Fhe approval included the conditions that a fence be placed ten feet trom the toe of the Sfope in order to allow the City access along the dyke. The Public Works Committee has now determined that this access would not be necessary since the fili will bring the level of the land to within four feet of the top of the dyke. Placing the fence at the top of the dyke wil! provide more space for use by the lessee and will not harm the City's use of the top. of the dyke. The terms of the tease should, however, require that the lessee maintain the slope of the dyke behind the fence in addition to any other requirements to the lease. FeE. Peters, P.
