Eng., City Engineer Re: Develotrment Cost Charge Bylaw No. 1680 As a result of a letter received from the Ministry of Municipal Affairs rejecting our Highway Facilities Development Cost Charge Bylaw, I have prepared an amendment which has been approved by the Public Works Committee. The amendment involves a larger cost sharing by the City on the portion of the costs relating co road widening in order to show a larger benefit for existing development. The result has been to decrease the charges to new development and to increase the City share. At the same time I have also revised the figures to include some additional work on Kingsway as part of the Bylaw works. I had originally intended to require industrial development along Kingsway to complete this work as part of their subdivision requirements but after our earlier discussion on the problems with the water Bylaw, I felt that it would be wiser to include it as part of the development cost charges. The letter from the Ministry of Municipal Affairs also required us to submit an amended Capital Expenditure Program Bylaw covering a ten year period rather than the five year period normally used. This is in order to make it agree with our ten year road program. TI would expect that the Treasurer and myself can work on this amended Capital Expenditure Bylaw as soon as he returns from his vacation. F.E. Peters, P.
