COUNCIL PUBLIC WORKS REPORT | SEP 2 3 1974 1. Lougheed Highway - Pipeline to Pitt Final Drawings now complete - negotiations with Department of Highways now finalized. Shaughnessy Street and Lougheed Highway completed, still expect to begin construction of that section this year. Land acquisition involved but plans can be made public next week. 2. Water Main Construction C.P.R. have now given us tentative approval for the crossing of their right of way under the Poco Trail. Approval is most recent and in verbal form. We expect formal approval from the C.P.R. and Transport Commission momentarily. The strike of the pipe suppliers is now over and upon receipt of approvals as mentioned above we will confirm order of that pipe presently on back order and add new sections required. Money is on hand for this project. rogramme can begin , however council should be aware that the price of s aper has dropped from $16 per Ton to $5 per Ton. Approximately $12 to § Ton is required to break even. Engineering advise that they can proceed wW oject as indicated but under the circumstances wish confirmation from cil that it is understood and acceptable that substantial losses would ected. There was a commitment. from the G.V.R.D. of $5,000 for this pur hat could be used to offset losses if you care to go ahead as a pilot P¥wtect to ascertain the public response to such a programme. a 4. Solid Waste Disposal You will recall that a previous suggestion of changes for garbage pick up on an identifiable basis with accompanying overall reduction in mill- rate to effect taxation did not meet with favor. It should be brought further to Council's attention that the budget allowance of $173,600 for gagbage services will quite likely be exceeded by approximately $17,000 by year end. There continues to be difficulty in the fact that some commercial properties require service 2 and 3 times per week which others only recieve and require once a week pick up. Some places provide their own container pickup thru private enterprise, but do not receive any rebate for providing their own service. It is obvious that as the conmunity grows the need for some uniformity and a demand for large container Pick up will grow. The present system is so inequitable at present that. I have asked Engineering for a further report on this subject to include costs of the container programme so that we can decide once an¢é for all on a method of commercial solid waste disposal that is fair to both sides.
