TO: Mayor and Council DATE: February 23, 1973 FROM: Health Committee The Health Committee mec at the City Hall, Thursday, February 22, 1973, Present were Chairnan Alderman Neyer; Alderman Traboulay; Mr. Max Ratner and Miss Sandra McKenzie from the Simon Fraser Health Unit. 1. Noise Control By~lav The question of adopting a Noise Control By-law was referred back to the Committee for consideration after Council received comments from the solicitor regarding the validity of the By-law. A copy of the By-law is attached for Council's information. The Committee recommends, to Council, adoption of the By~law as it will provide us with a basis for control until such time as the Regional District assume this function, 2. Moaquito Ground Control Program There ts a group of students in the area that are prepared to make application for an Opportunities For Youth Grant for a Mosquito Ground Control Progran,. A similar group made an application lest year for the same type of program however their application was turned down, The group feels that if the program is under the control: of the Simon Fraser Health Unit and is endorsed by the two Municipal Councils that they heve a chance of receiving approval this year. The Committee has included the sum of $5,000. in this years budget for ground control work however the final budget has not yet been approved . If and when 4 grant is approved for such a project it would, of course, relieve the City of the financial responsibility,
