, AGE 6, THE HERALD, Thursday, July 14, 1977 _ NOTHING FINAL -WHA-NHL pact © only acon TORONTO (CP) — The National Hockey League’s expansion fact-finding committee still has some work to do and there will be no final decision this week on accommodation of teams from the World Hockey Association. * “We had hoped by this time to have.the necessary documents, the applications and all of the work that would be necessary to consider going thraugh with the proposal on expansion,”’ said John A. Ziegler, president-elect of the NHL after a one-hour meeting with the league’s governors and the NHL Players’ Association Wednesday. “Because of the breadth and length of the legalities and the work that had to be done, we were not in a position to. process applications. As a matter of fact, they are just now being finalized to be delivered. “We were not in a position to discuss with the player# on a meaningful basis the question of any amendments to the caflec- tive bargaining agreement in the event "of an expansion,” REFUSES TO GUESS Ziegler refused to guess when a final] decision will be made. The board and the players met separately Wednesday morning and again after their cint meeting adjourned. “The question will not be finalized in Toronto,” Ziegler said. He would not say how long the NHL is willing to wait for applications, The NHL board of governors voted in Chicago Jast month to have its fact- finding committee negotiate with WHA teams to expand the NHL by not fewer than six WHA teams for the 1977- 78 season. While admitting there might be some difficulties, Ziegler expressed confidence at the time that a decision on the question ‘would be made at these meetings. “We passed a resolution calling for a proposal to expand which called for a submission of applications by present members of the World Hockey Association,”’ Ziegler added. “There were also a number of conditions attached to that. . . and we are working on seeing that those conditions are ful- filled. EXAMINE DOCUMENTS “There are documents $2-MILLION SUIT cept and materials that must be delivered and examined by our lawyers | and accountants. We do not have a complete application, or did not have as of yesterday, but we will probably have that by the time we leave here.” The applications from the individual WHA clubs will be examined and a vote will be taken on .whether to admit the teams. — Ziegler said the expansion of the NHL could take place without a renegotiation of the current collective bargaining agreement with the players. A unanimous vole is needed to make changes in the agreement and Los Angeles Kings, Boston Bruins and Toronto Maple Leafs all indicated here that they would oppose any changes, apparently feeling they ¢an effectively block any accommodation of WHA teams. Alan Eagleson, executive- director of the players’ group, agreed the NHL could go ahead with the expansion without the players’ consent. But the players had not decided what to do if the league expands without consulting. em. . To football coach, | _ Atkinson a criminal SAN FRANCISCO (AP) — Coach Chuck Noll of Pittsburgh Steelers repeated and clarified Wednesday his comments that George Atkinson of. Oakland Raiders was-part of a criminal element in professional football. Noll, testifying during the third day of Atkinson's $2- million slander suit, said Raider defensive back Jack Tatum and Steeler defensive back Mel Blount fit in that category occa- sionally. Later, under questioning by lawyer Dan Mason, Noll testified that Steelers defensive players Glen Edwards and Joe Greene also might be considered criminal elements for cer- tain acts they committed on the focthall field. Atkinson sued for damages after Noll ‘told Pittsburgh reporters that he was part of a_ criminal element in football and had tried to maim Steeler re- ceiver Lynn Swann in a Na- tional Football League CANUCKS SIGN GOALIE VANCOUVER (CP) — Vancouver ‘Canucks announced Wednesday the signing of goaltender Murray Bannerman to a National Hockey League contract. A club spokesman said no details were available.
