Eng., FILE: 900-288 City Engineer SUBJECT: AWARD OF TENDER - LOUGHEED HIGHWAY CONNECTOR PROJECT (Public Works/Traffic Committee Meeting of August 31, 1993) RECOMMENDATION: That Council award the tender to provide Engineering services for the Lougheed Highway Connector Project to PBK Engineering Ltd. based on the submitted bid of $327,964.00 (including GST). That Council authorize PBK Engineering Ltd. to proceed with PART 1: Preliminary Engineering Report for the road and bridge design plus PART 1: Bridge Toll Facilities Study at this time only 2: an estimated cost of $111,112.00; and defer PART 2: Road and Bridge Engineering plus PART 2: Toll Facilities Engineering at a cost of $216,852.00 until a later date. 3. That $111,112.00 be allocated from the Roads DCC Fund for this purpose. BACKGROUND & COMMENTS: The Engineering Services contract for Lougheed Highway Connector involves the provision of transportation/environmental consulting services to design and construct a new four-lane bridge over the Coquitlam River plus connector roads to the east and to the west of the new bridge as shown on the attached terms of reference. Also, the proposals from Consultants includes the option of including bridge toll facilities with this project. Bids were received from eight Consulting firms for this work as shown in the attached Summary of Proposals. As there are a number of specialties involved in a project of this nature each prime engineering firm proposes to use a number of subconsultants for environmental, geotechnical, and toll bridge design work. All of the proposals received were from experienced and reputable firms who are fully capable of completing this project. cont’d 2/ PAGE 49
