Plasse find attached 4 copy (with English translation) of a
rasolution passed by the municipal Council of Belcarra on February
10, 1992, to be provided ‘o Municipal Councils in Quehec. I
believe the resolution is largaly gelf~axplanatory. lt is intended
aimply to canvey support to those in Quebec favouring renewed
federalism and, it 4s hoped, to help offaet some of the strong
emotiens which constitutional negotiations have ganerated ...

While polls have shown aii regions of Canada share many basic
views (inegluding a good deal of fruatration with the seemingly
endleas nature of this process) it is notable that there is &
diatinet difference in the perception of Quebecers and the rest oft
Canada on the matter of support outside that province for Quebec
remaining a part of Canada. "English" Canadians generally take it
as a given that Quebec is accepted and sought asx @ partner. Many
Quebeacers, Nawever, accept media coversge of tringe activities aw
rapresenting the majority view outside their pravince ... thue they
believe there is almast no support. Since emation can play 4 major
role in plenbicites, we believe it is important that we do what we
ean to offset this perception. We ask- far your support.

One of our Council members will be in Quebec {n June and Jul
of thie year, and plans to personally deliver copies of th

rasolution, plus all endorsements rece{ved, to many municipalities.

lt is requeated that your Council consider endorsement of this
resolution, and provide on Municipal jletterh@ad, a Copy ef this
endorsement to the Village of Belcarra. While original documents
would be preferred, faxed copies would also be welcomed. 7.
