Traffic Conditions Kilmer Elementary is a French emersion school located in a quiet neighbourhood with very little through traffic during most of the day. Because this school has a French emersion program, many of the students are driven here from outside the normal school catchment. Parents dropping off and picking up their children create a very real traffic problem for about 20 minutes before and after school. Often, a gridlock situation occurs when parents are stopped on both sides of the street, and two cars come nose to nose in the remaining single lane of travel. Recently, the 'no parking anytime’ restriction adjacent to the school was changed to 'no stopping anytime! in an effort to discourage drop-offs on the school side of Knappen and Pooley. This change should allow efficient two way traffic on these streets at ali times. In addition, the problem of children walking out from between cars parked adjacent to the school, should be reduced, Sidewalks A request has been made for the installation of Sidewalks adjacent to Kilmer School, on Pooley and Knappen. Because the boulevards are often rough or muddy, some pedestrians choose to walk on the street. Sidewalks would alleviate this problem. The School Board should be encouraged to install sidewalks, at thelr expense. The school frontage is approximately 350 metres in length. At $35 per metre, the sidewalk would cost approximately $12,600. . 30 Kmh School zone A 30 kmh school zone has been requested for Knappen between Pooley and Columbia. Although the school yard is fenced with limited access points to Knappen, a 30 kmh zone would be beneficial and should be established. I am not convinced that speeding is presently a problem on this section of road, however, a 30 kmh zone would add an extra margin of safety. The installation of a ‘school zone! rather than a ‘playground zone' would be more appropriate for the conditions on Knappen.
