In Port Coquitlam our 1978 experience was:

Collections for other governments up 16.9%
for City purposes up 4.7%

This illustrates the withdrawal of provincial tax support to the above
agencies.

Order-in-Council #80/80 is an ill conceived regulation that borders on scandal.

If the Provincial Government wants to educate the public about provincial-municipal
financial relations then let them be honest and open about it. I would suggest that
the complexities involved cannot be explained to the public fairly in one sentence.

I move that we refuse to comply with their regulation.
