February 18th, 1974 Aldermen Ranger.and Laking voted against the resolution. be approved. Prior. to passage of: the foregoing resolution, a discussion ensued and Alder- man .Thompson pointed out. that. such a fence was required for the protection of children in the area in view of the fact that the road narrows badly at its. inter- ‘section with Prairie Avenue causing a congestion of traffic. Alderman Mabbett in-~ quired: as to the height: of the fence and Alderman Thompson advised it would. be 5' in height... Alderman Mabbett inquired. whether the fence was intended to take the place of closing in the ditch from Prairie Avenve to Wright. Avenue, and Alderman Thompson advised that it was. Alderman Ranger stated he found the expenditure very hard to justify to put a fence along the Cedar Drive ditch, pointing out that there ave muny miles of other oper waterways in the city, and expressing his view that building a fence will not solve the problem of children playing in that area. Alderman Ranger also mentioned that if a child did fall into the ditch, the fence would have to be climbed before rescue could be attempted. Alderman Keryluk stated he agreed with the comments made. by Alderman Ranger to a point; however, he stated he.felt that this is a special situation owing to the fact that the Prairie Avenue-Cedar Drive intersection is a very busy one, and the ditch is unusually deep and close to the Cedar Drive school. Alderman Laking stated he agreed with Alder- man Ranger's views and pointed out that requests to fence the West side of the ; “Giteh will probably be received when that area is developed. Alderman Mabbett = stated he felt a 4' fence would be high enough as it would primarily be for the protection of children riding bicycles, and he proposed the following amendment: Moved by Alderman Mabbett: Seconded by Alderman Keryluk: That the foregoing proposed resolution be amended by inserting the words "4! in height". between the words “fence and "on" where they appear therein.
