l Al 4 - The Terrace Standard, Wednesday, June 17, 1998 Army says relief agencies WORRIES ABOUT an in- creasing demand for help means social — services groups and government ministries should work more closely together, says a Sal- vation Army official here. Christine Simmons of the Army’s family services of- fice says a co-ordinaled ef- fort will help ensure as- sistance is spread as far as possible and will reduce the chances of fraud. ‘«What there needs to be is communication,’ said Sim- mons of churches and other groups cither putting togeth- er food banks of their own or considering other ways of helping people caughi in the current economic downtum. “Tm just worried that people will go from place to place, taking more than their share,’” she said. Simmons added that a more co-ordinated — effort will help in case the econo- my goes into a pronounced Welfare FEWER PEOPLE are col- lecting welfare here than last year, indicate statistics from ithe provincial human resources ministry. Caseloads dropped by 2 per cent from 1,422 in April 1997 to 1,393 in April 1998, And the number of indi- viduals collecting benefits declined by 3.2 per cent from 2,657 to 2,573 over the same period. But those same statistics indicate the number of dis- abled persons collecting jumped from 188 to 244 and the number of people under the age of 19 collecting in- creased from 15 to 26. As well, the number of couples collecting rose from 162 to 188. Reductions were reported in single men and single women categories. Human resources ministry official Marissa Adair said province wide, the number of people collecting social assistance declined by 7.2 per cent over the same peri- od. She felt some of the decrease may be due to tightened eligibility regula- tions. The requirement that those considered employable un- dergo job training or take educational courses in order to collect bencfits may also be a factor, Adair added. “B.C. has réjected the slash and burn approach of other governments in reduc- CORRECTION NOTICE WE WISH TO DRAW YOUR ATTENTION TO AN ERRORIN QUA CURRENT "GREAT GIFTS FOR GREAT DADS" FLYER. As things stand now, Sim- mons is sceing more new people ask for assistance each month. “We have five to 10 new cases each month,’’ she said. “Things are pretty rough out there for peaple who, would have had some type of work by now,” Simmons added, Simmons isu’t suggesting yet that the fall and winter food bank run by area chur- ches be revived for the sum- mer, “For one thing we don’t have enough money right now and the winter months are rougher with there also being a demand for winter clothing,’ she said. Salvation Army officials have already met with the human resources ministry here. cials say they don’t specifi- cally refer people to the Sal- vation Army for help, they do encourage them to first seek help from family, friends and other sources, That’s to ensure that the ministry’s budget for emer- gency crisis grants goes to those who have not other allemative, says official Marissa Adair. And while the ministry says it will co-operate, it can only go so far in co- operating with other groups to prevent abuse, says Adair. The ministry does maintain extensive com- puter connections with other agencies to ensure there is no abuse of its programs, but Adair says the ministry has to abide by con- fidentiality rules and can’t compare names with other agencies. ‘"We generate information Christine Simmons fo manage our own caseload so that people aren’t getting an income they shouldn't be: while on social assistance, she said. “To exchange information . with agencies such as the Salvation Army isn't feasi- ble as far as confidentiality goes.”' , caseload has dropped ing the welfare case load,”’ she said. While statistics indicate there’s been a slight drop in welfare reciplents, local ser- vice groups are reporting an increased demand for help. Christine Simmons of the Salvation Army’s family services section said 21 of 58 requests for food or other assistance in May came from people who hadn't ap- proached the Anny before. ‘Some of the cases are from people passing through or from those who had just got to town and are getting set up and spent their money on an apartment and don’t have any left for food,’’ she said.
