While higher interest rates could tip the U.S. economy closer to a recession in 1979 by making both consumer and business loans more expensive, Carter said the risk is justified by the need to stop the skidding dollar. The interest rales are aimed at slowing inflation, which is considered a major cause of the dollar's slide, Not since 1933 during the depression had the Federal Reserve Board increased the discount rate by a full per- centage point at one time. It was the seventh increase this year in the rate charged by the central bank on loans to commercial banks. RCMP said the fire, which burned out of control for four hours, broke out early Wednesday “when nothing was happening.” But the charred remains of small fires set by Halloween pranksters still littered the street as firefighters from Olds and a half dozen other centres battled the flames, walched by hundreds of residents. “There were lots of Halloween fires,'' said resident Tom Jense. Pranksters “hauled an old building in front of the hotel and set it on fire." Jense said many bales of hay scattered about the town were set on fire Tuesday night. “They were setting fires all over town,” said store owner Burgess Fullerton. “The police just could not keep up with it.” Police said the fire started in a hockey arena and, fanned by strong winds, spread quickly to a nearby curling rink, an agricultural display building and three grain elevators containing 100,000 bushels of wheat, barley and rapeseed. All six buildings were de- stroyed and there were reports of damage to several commercial buildings, at least {we houses and a school. Two grain elevator annexes were also lost in the blaze. No injuries were reported. “There was a fear that the whole town would go up in smoke,” said RCMP S,Sgt, Earl Dungate. “We had some hellish ex- plosions because of the am- monia tanks in the arena." At one point there was con-* cern that 3,000 bags of fer- tilizer slored near the elevators might go up in flames, spewing toxic fumes over the town and forcing evacuation of some of the rommunity's 3,700 residents, The fertilizer did not catch fire but residents to the east of the burning grain elevators had to leave their homes for a stort time.
