victims of “slum lords” who use
these areas as a“dumping ground
for rotting goods sold at exhorb-
itant prices,”

Many political observers,
including New York newspapers,
see a link between the police
brutality andSenator Goldwater's
endorsation of extremism against
those who seek racial equality,

Meanwhile brutal attacks
against Negroes by steel helmet-
ed police and national guardsmen
using guns, tear gas, fire hoses
and clubs, have spread from New
York to Rochester, The toll al-
ready includes several dead,
hundreds wounded or injured and
over 1000 arrested,

The clashes began when an off
duty white policeman in New York
shot a 15 year old Negro boy
to death in the street, Eye wit-
nesses stated that the boy was
unarmed and denied the police-
man’s story that the boy had
pulled a knife from his pocket,

When Negroes began to gather
to protest the killing, the police
launched their all-out assaults on
anyone with a black face,

People’s Poland marks
twentieth anniversary

n July 22 the Polish People’s
: Republic celebrated the 20th
anniversary of the establishment
of people’s rule in Poland,

In July 1944, the Soviet Armed
Forces incorporating the Polish
Liberation Army launched an of-
fensive to liberate Poland from
the Nazi invader,

On July 22 the Polish Com-
mittee of National Liberation,
then operating in Chelm, pub-
lished its historic Manifesto - a
comprehensive program for the
building of an independent, de-
mocratic Polish state, This day
has become the day of Poland’s
regeneration,

In liberating the country from
the German fascists, the people’s
state assumed control of large
and medium - scale industry,
transport facilities, communica-
tions and banks,

Next came land reform in which
about four million acres were
distributed among more than a
million farm hands, landless and
land-hungry peasants, and middle
peasants, Poland thus embarked
on the path of socialist develop-
ment,

Economic rehabilitation called
for an enormous effort: the war
and Nazi occupation destroyed
38 percent of national wealth and

took a total of more than six mil-
lion lives,

The. liberated Polish people
overthrew bourgeois landlord
rule and showed what the workers
and peasants were capable of
once they were working for them-

selves,

meeting of the central committee
of the Polish United Workers
Party, its first secretary Wlad-

yslaw Gomulka said;

“Within 20 years we have built
a new Poland which possesses
a new production potential, anew
social structure, a new culture,

capitalist countries have done in

The stress in economic devel-
opment.has been laid on indus-

trialization, Gross industrial
output in 1963 was almost nine
times that of 1938, The average
annual increment between 1946-
1963 came to 15,8 percent, NO
capitalist country can match
these figures,

The grain yield has increased
and in 1963 there were 96,000
tractors working in the fields.
Some 70 percent of peasant farms
and 96 percent of state farms are ~
electrified,

A considerable increase in the
national income (it is three times
the prewar level) has sharply
improved welfare standards,

Vast successes have been ach-
ieved in education and public
health, In 1931 more than 5,500,-
000 people over the age of 10
were illiterate and every seventh
teacher jobless, At present every
child goes to school,

The Polish People’s Republic
is a.member of the Council for
Mutual Economic Assistance, In
the: development of its coal in-
dustry it has been helped by
Czechoslovakia and the German

‘Democratic Republic, and in its

copper and sulphur industries by
Czechoslovakia, The Soviet
Union renders it fraternal aS~
sistance too. Polish newspapers
say that Poland has built 280
large industrial enterprises with
Soviet aid,

For its part, Poland helps the
U.S.S.R., in the production °
phosphorites at the KingisepP _
deposit (Leningrad Region) and in
the exploitation of potassium de-
posits in Byelorussia,

Another W. German minister
is exposed as a Nazi agent

BERLIN — New evidence has
been found during the past few
weeks which shows that Ernst
Lemmer, Minister for Refugees
in West Germany, was a Gestapo
agent,

Two of Lemmer’s predeces-
sors in the Bonn ministry had to
quit when the GDR _ published
documents showing that they had
committeed war crimes in the
service of Hitler, A few months
ago light was thrown on the role
of Lemmer as a Nazi journalist,

Ernst Lemmer replied that he
could assure the public that he had
a clean record, Now, aweek after
new disclosures, Lemmer has

been very silent, and questions
submitted to him by many cor-
respondents remain unanswered,

Ernst Lemmer was of great
value to the NazisWhen he sold his
soul to the Nazis he hada special
service to offer, He had been gen-
eral secretary of a trade union
before Hitler came to power,
Posing as a liberal, he couldnow
reach and influence public opinion
outside Germany in awayno Nazi
could,

When in 1936 the whole world
protested the pogroms in Nazi
Germany, Lemmer submitted the
draft of an article tothe Nazi gov-
ernment in which he ridiculed
stories in the foreign press of
Nazi excesses against Jews as
‘*the excesses of irresponsible
journalists,”’

Lemmer's article appeared on
Nov. 5, 1936, in the ‘*Bund’’ of
Bern, The Nazi German ambas-
sador to Switzerland wrote to
Lemmer: ‘‘The article you wrote.
in the Bern ‘Bund’ was extraord-
inarily effective here,’’

To counteract the effect of re-
ports on Nazi atrocities in con-
centration camps that had reach-
ed the world’s press, Lemmer
conducted Swiss correspondents
through a camp that had been
especially prepared for the oc-

casion, So well could Lemmer de-
ceive the Swiss journalists that
the ‘Basler Nachrichten’’ of NOV. —
28-29, 1936, wrote that Nazi con-
centration camps resemble sana~
