Liberal and Conservative __ economic policies caused mass unemployment, and their present proposals would worsen it. It is possible to create jobs for all. Entirely new economic policies are required: @® Canadianization through democratic nationalization of U.S. ’ multinational branch plants, banks, natural resources, auto and steel industries. Put Canada first. @*® Develop a secondary manufacturing industry rich in jobs, based on publicly-owned resource industries. H® Place technological change under democratic control to benefit the people. - @® Correct regional inequalities affecting the North, the West and the Atlantic provinces through industrialization based on planned economic development. These long-term structural changes to achieve full employment -must be complemented by emergency measures: @® Halt layoffs and plant closures, involve trade unions in decisions on technological change. : B® Reduce hours of work’ with no reduction in pay. Defend and extend democratic rights Real change, policies for peace and jobs, requires strengthening democracy. Amend the Canadian Constitution to include: @® ABill of Rights for Labor guaranteeing the right to organize, - the right to collective bargaining, the right to strike. * The right to self-determination for Quebec. He The tights of the Native peoples to self-government, satisfaction of Native land claims, &&~ Replace the senate with a new elected chamber drawing equal representation from English and French Canada and guaranteed representation from the Native peoples. &@ A meaningful Charter of Rights, eliminate the “notwithstanding” clause which allows the provinces and the federal government to set aside human rights. Outlaw racism, discrimination and anti-semitism. Repeal the provisions of the Canadian Security Intelligence Service which violate Canadian civil liberties. Jobs not bombs Peace méans survival — for Canada, for life on earth. No one can win an arms race. No one can win a nuclear war. The only alternative is peaceful coexistence and disarmament based on parity and equality of security. Canada’s security is directly connected to active promotion of cooperation between the USA and USSR. In contrast, the Liberals and Tories have tied us to the U.S. first-strike nuclear war policy. Both parties support U.S. Cruise missile testing in Canada: missiles planned to be launched over Canada against the USSR. Both parties support the deployment of new U.S. missiles in Western Europe. As a result, Canada is less secure today than ever before. The Soviet Union has pledged not to be the first to use nuclear weapons. The USA has refused to do so. : The Soviet Union has declared support for a nuclear freeze as a first step toward nuclear disarmament. The USA, NATO and Canada have rejected this. : Reagan’s mad Star Wars program and resistance to a ban on chemical weapons increase the danger of nuclear catastrophe. Reagan’s pose as a peacemonger is election year ‘deception. As long as Turner and Mulroney do not separate themselves from Reagan’s dangérous foreign policy, their words on peace promise no security for Canada. It remains to be seen whether Turner will pursue Trudeau’s peace initiative. For peace and jobs, Canada needs an independent foreign policy: @® End Cruise missile testing on Canadian soil. : && Cut the military budget. ; m= Declare Canada a nuclear weapons free zone. @® — Annul the Defense Production Sharing Agreement with the United States. a ; @® Remove and stop deployment of U.S. Cruise and Pershing-2 missiles in Europe. Support no first use of nuclear or conventional weapons. No weapons in space. @® Support a nuclear weapons freeze, as a step toward disarmament. : Canada should support the right of peoples to control their destinies and resources free of outside interference. Hands off Nicaragua! No U.S. intervention in Central and Latin America, the Middle East, Africa and Asia. In the long run, Canada would be best served by a policy of non-alignment, withdrawal from NATO and NORAD. There is no choice between Mulroney and Turner. Neither - Offers a choice for the future of Canada. There is only one real choice: Unite to stop U.S. imperialism — for peace, jobs and Canadian independence — Put Canada First! e With the deepening impact of the crisis on the lives of ‘Canadians, more and more people are beginning to question Indeed Canada’s crisis stands as an indictment of capitalism. : The Communist Party of Canada campaigns for action now for jobs and peace at the same time as it works for for socialism.
