Neither is anything to be gained by the working class and democratic movement on tailing the Trudeau government with its anti-labor program and thereby sub- -ordinating the interests of the working class and democratic movement to monopoly and its crisis policies: In this situation our Party is faced with the two-fold task of supporting those realistic and correct positions of the Trudeau government which strengthen the process of détente while exerting at all times maximum pressures on the gov- ernment to compel it to continue along the road of détente, disarmament, trade and cooperation with the socialist countries. At the same time the Party must of necessity expose government policies which are directed to uphold and defend monopoly at the expense of the working people. There is no by-passing this com- plex and contradictory situation and du- ality of struggle which requires consider- -able skill, flexibility and persistence. What is essential is the advancement of a democratic alternative to the crisis policies of monopoly, one which will strengthen the working class and democ- ratic movements leading up to the forma- tion of an anti-monopoly alliance able to challenge and change governments. In face of the drive to the right the working class and democratic forces cannot af- ford to be disunited. They must unite their forces around a common program. _ This is the key to checking the drive to ALTERNATIVE | OPOLY the right and creating conditions for con- tinued democratic advance... © Of major importance in building such an alliance is unity of action between the ‘Communist Party and the New Democ- ratic Party. Ideological differences which exist should be no barrier to such united ac- tion. However, to bring such united ac- tion about will require an end to cold war attitudes .and anti-Sovietism and anti- communism. It will require an end to a . viewpoint that unity of action is possible providing Communists cease being Communists and adopt social reformist positions. We work for joint action with the NDP as a basis for bringing about an anti- monopoly coalition. Our Party wel- comes the growing support by the NDP ’ to policies of peaceful coexistence, détente and disarmament, and its sup- port of solidarity movements. We work for the unity of the working people class to enable it to fight more effectively against monopoly and for its rights. We work to win the working class for struggle policies and for socialism. With this in mind we work to overcome reformist illusions amongst workers, help them understand the role of the State, of the mass media, of the right wing. This is central to deepening the class consciousness of the workers. We work to bring about labor-farmer cooperation against monopoly which is the enemy of both. The farmers continue to be an impor- tant ally of the working class. Any ten- dency to underestimate this in theory and in practice can do great harm to the work- ing class and democratic movement in the struggle against monopoly and the multi-national corporations. Of particular importance are the vari- ous democratic movements which have arisen in reaction to the policies of monopoly. Our Party must give active support to all such movements. These range from the movement in defence of the rights of the Indian, Metis and Inuit peoples, the movements against racism,. movements for tenants rights, senior citizens move- ments, movements for equality for women, movements in support of train- ing and jobs for youth, movements to . defend and improve educational stan- dards, the movements against poverty, ase ae The struggle for democratic rights must Include full support to the Indian, Metis and Inult peoples’ struggies. movements for price control, the peace ‘movements, solidarity movements and movements for municipal reform. All these movements alongside the struggles of the working class, the strug- gle for Canadian independence and for a ' made-in-Canada constitution, constitute an integral part of a growing anti- monopoly movement. Our task is to stimulate, support and participate in th- ese democratic movements, combining this with a consistent struggle for work- ing class and democratic action. As these movements out of their ex- perience, begin to fight for more radical solutions, conditions will ripen to bring about a democratic, anti-monopoly and anti-imperialist coalition. Involved here- is the need for a proper integration of the parliamentary and non-parliamentary struggle so that each reinforces the other. DEFEND AND EXTEND DEMOCRATIC RIGHTS The struggle in defence of democracy is an essential part of the struggle for socialism. As the crisis deepens monopoly in- creasingly tends to restrict democratic rights. In these conditions neo-fascists and racist movements emerge, inspired and organized in one way or another by the reactionary forces of monopoly. Racism is:widespread throughout the country as is discrimination against im- migrants and ethnic groups. Anti- semitism has been give a further impetus too in the recent period. Rather than condemning racism the government, throught its paper on immigration policy, has helped legalize discrimination. Under the guise of law and order the Canadian goverment is training the armed forces for direct intervention against the legitimate struggles of the working people and democratic forces, as part of its ‘‘law and order’ program. The working class and democratic movement cannot be indifferent to these _ developments nor fail to act in defence of democratic rights. The Communist Party is called upon to help bring into existence movements di- rected against these evils. The struggle for democratic rights — does not end there. It includes support for a made-in-Canada constitution which guarantees national and democratic rights. It includes support for a Bill of Rights for labor, including the restora- tion of collective bargaining and the right to strike. It includes full support to the Indians, Metis-and Inuit peoples in their struggle for their national rights and land claims. It includes an all-sided struggle against the monopolization of the mass media and its dangerous consequences for democracy and the working class. The . working class and democratic movement must take up the fight for a break-up of monopoly control of the mass media and for democratic control over them. This should include support for measures to ensure the further Canadianization of the mass media, particularly TV, the de- mand for a Canadian state press agency and the break-up of the so-called press agencies which in reality are media through which U.S. imperialism carries its poisonous line. It includes measures to democratize the judicial system, including extension of the legal aid system, and the institution of democratic control over the RCMP and other.security forces.
