Fifty years ago, in December 1922, the Soviet people estab- lished a federal state, the Union of Soviet Socialist Republics. The establishment of the frater- nal union, five years after the Great October Revolution in 1917, was as a result of a wide debate to determine the best state form for the almost 130 nationalities. The USSR was therefore formed as a result of the widest popular discussion and was a voluntary unification of the various nations and natio- nalities into a multi-national socialist state. Fifteen Union Republics make up the USSR. Within some Union Republics there are 20 Autonomous Republics, eight Autonomous Regions, and 10 National Areas. These are unit- ed into a voluntary federated union. All nations and national- ities are provided with every op- portunity for free national de- velopment through economic, political and cultural advance- ment. All Union Republics are sovereign states with their own constitutions which take into account specific features within the framework of the USSR constitution. They enjoy the right of self-determination in- cluding the right to freely se- cede from the USSR. The Soviet people are ardent patriots and internationalists, this is as na- tural to them as the rising of the sun. — The 50 years of the most suc- cessful evolvement of fraternal union of a multi-national federal state is an event of world signi- ficance. This historic event serves aS an example and as an inspiration to all people fighting against various forms of natio- nal oppression, for the right of national self-determination. The democratic demand for the right of self-determination was born during the French re- volution. Despite efforts and some advances to solve the na- tional question, capitalism, more particularly in its imperialist stage, aggravated and increased national oppression: The natio- nal question found its funda- mental solution with the aboli- tion of exploitation of man by man and the building of social- ism. The national question was re- solved in the USSR on the basis of the Leninist principle of equality for all nations, big or small, and of their right to self- determination, including the right to secede. All citizens of the USSR en- joy full equality, economic, poli- tical and cultural.
