development servicing costs should be reviewed hy the Public Works :
Committee and that a report be brought back to Council and the developer, Mr,

W. Mitt be so advised.

THAT the FVRL Board of Management acted upon personal bias without
due consideration to the freedom of expression and the freedom to read

and also the Statement on Intellectual Freedom as stated by the Canadian

Library Association;
