September 29th, 1975 Moved by Alderman Keryluk: Seconded by Alderman Ranger: That as recommended in a report from the Health Committee, September 26th, 1975: 1. The Alcohol and Drug Commission's proposal to take over the entire funding of PoCo House be accepted. 2. PoCo House be leased to the Alcohol and Drug Commission for the sum of $300.00 per month. 3. That the City continue to have representation on the Advisory Committee of PoCo House. 4. The continued operation of PoCo House on the basis outlined in the Committee's report, be approved. Carried. Alderman Mabbett voted against the resolution. Prior to passage of the foregoing resolution, a discussion ensued, and Alderman Keryluk advised that Mrs. Idler and Dr. Haggerty were in attendance to answer any questions concerning the proposed takeover of PoCo House by the Commission. Mayor Campbell inquired as to the length of time the Commission would want the lease to extend and Mrs. Idler advised it would be for the fiscal year of April to March. Alderman Mabbett ‘nquired as to the administration of maintenance for the facility and the City Administrator advised that as far as the grounds are concerned, the Commission may want the City to be involved. Alderman Mabbett stated he was personally not in favour of PoCo House and expressed concern at its proximity to the very active Recreation Centre. Alderman Mabbett also stated he felt the City should have better priorities for use of the House, such as a day care centre, etc. Alderman Ranger stated he did not see much wrong with the location, and he pointed out that a public building providing a service should be visible. Alderman Laking stated he had never been too much in favour of PoCo House, and he expressed concern as to who was going to bring the property back into a Proper condition and whether a guarantee will be given that the operation will be continued on a proper basis. Alderman Ranger noted that the Commission has allowed more money for the Director's salary, and that this will probably attract a more competent person for the job. Alderman Keryluk stated his view that having the residence of the Director in the building may be to the City's advantage in discouraging vandalism, etc. The City Administrator advised that there is some money left in this year's budget for repairs to the facility.
