Delesates received a report of the proceedin-s of the first national
Tri-Level Conference held last November. (iv copy is available for Council's
perusal.

Among many resolutions adopted by the Convention were:-

A resolution requesting tne Federal Government to review regulations
governing lot and home sizes -

WHEREAS mortgage approvals on smali homes and lots are difficult to
obtain under present regulations.

THAT the Federal Government give consideration to including in the
National Building Code regulations for the installation of sprinkler svstems
in all high-rise buildings.

THAT the CFI go on record as opposing and protesting any steps by
the Provincial or Federal Governments or their agencies to avaid the provisions
of any of the building and zoning by-laws of any municipalities.

Also strongly supported were resolutions that:

INCENTIVES TO ENCQURAGE THE
USE OF RECYCLED MATERIALS

WHEREAS many Canadian communities are conducting '
recycling projects on an experimental basis; and

WHEREAS very considerable public support and involve-
ment has been received for such projects; and

WNEREAS the utilization of recycled material such as
paper, glass and tins is limited by the costs in-
volved; and
