As for how the possession limit could be enforced, she said indi- viduals would have the normal ~ protection afforded under the law, In other words, to obtain a scarch warrant, fisheries staff would have to first persuade a judge there were ‘'reasonable and probable prounds”’ to belicve an ~ individual had more than the limit at his home. - Warris stressed ‘‘this is not a ‘fish cop issue.”’Rather, the pro- _ posed regulation was intended to hammer home the conservation message, © - "This is a finite resource,’’ she pointed oul, And with far more people fishing these days than ever before, it was important ta protect that resource. ‘Because the possession limit is for.an individual, she explained the-10 fish figure would apply for | each member ‘of a household. While this possession limit change applies only to fresh water fish, Warris said the federal Department of Fisherics and Oceans was considering parallel regulations for salmon. The possession limit change is one of seven proposed by the Fisheries branch. While intentional snagging of fish is already prohibited, anglers have in the past been allowed to keep fish they’d accidentally snagged. The new regulation would require even these io be released in future. , Up until now anglers fishing alone in a boat on a lake, unlike those on the shore or rivers, have been allowed to use two lines. It is proposed to end that exemption from the single line only rule. And anglers will no longer be able to use more than one hooked lure on a line. Warris said there had becn an ongoing argument about the use of dropper flies. That method of fishing uses two flics on a single line to simulate the predator-prey scenario, she explained, For example, an angler would rig a dragonfly lure above a wet fly, cach with a hook. While some Oy fishermen had argued thal gave the fish a choice of which lure to go after, Waris said some anglers said the meth- od made it possible to ‘catch two fish at once. The new regulation would al- low only one piece of ‘terminal tackle’’ — a hooked lure — per line.
