- . THE CORPORATION OF THE CITY OF PORT COQUITLAM C MEMORANDUM N C | [ SEP 8 1989 TO: Mayor and Council September 2nd, 1980 FROM: Public Works Committee Report from the Public Works Committee Meeting held Thursday, August 28th, 1980. IN ATTENDANCE: Alderman E.W. Mabbett Alderman LL.M. Traboulay F.E. Peters, P. Eng., City Engineer Mayor G.R. Laking - for Item I A delegation of four residents for Item If. ITEM I Re: Closing of Finley and Cornwall Streets A delegation consisting of two people from each side of the barricades at Cornwall and Finley were present to present their views to the Committee. Concerns by the residents on the south side of the barricade included the large increase in traffic volumes since the roads had been opened to the new subdivision as well as the speed of traffic and the danger to children in the area. This delegation expressed the view that they would not mind the traffic from the south part of the Nu-West Subdivision but object to a number of other users who use this route as a short-cut when the more logical route is to Cedar Drive. Concerns expressed by the @legation from north of the barricade included fears that another flood would block off the access to Cedar Drive and leave them with no access out of the subdivision if Finley ‘and Cornwall were closed. They also pointed out that they had paid for the improvements to Finley and Cornwall as part of the cost of their house and therefore felt entitled to use the streets. The Committee is opposed to any permanent closing of Finley or Cornwall Street, whether it be at Prairie or at Lombardy. However, the Committee does sympathize with the residents and would like to do whatever it can to reduce the amount of outsider traffic through the area. It was felt that this might be dis- couraged by making the route less attractive as a short-cut. Therefore, the Committee recommends the following: 1. That STOP signs be placed on Finley and Cornwall at Lombardy Street. 2. That the playground zone on Lombardy adjacent to the park be made a 30 km per hour zone.. [Qevee
