While servicing a sub-division off Victoria Drive we required a blaster “to break up a large boulder. The inspector from your Engineering Departuent would not allow the blasting to take place mtill a permit was issned. We discovered that only one employee at city hall has heard of scha pernit. This eaaloyee informed ys of the following: 1. No oermits have been issned since 1973 although blasting has taken plece many tines since. 2. This by~lay was passed in 1913 with the only revision being a fee increase. 3. It apycars the by-law was passed to protect mink and rabbits during mating season. de have incurred casts of approxinatly $300.00 for the delay causgd in taining this pernit. rt Coqiitiaa is the only area in the lower mainland vere a blasting perait is required.
