Nisqa’a talks start again Feds name new boss THE FEDERAL govern- ment is heading into the fine detalls of a land claims treaty with the Nisga’a Tribal Council with a new chief negotiator at the table. Tom Molloy, a lawyer, te- places another lawyer, David Osborn, as the federal government’s top gun. Osbom’s contract with the federal government ended with the signing of the Nisga’a agreement in princi- ple earlier this year, He stayed on to finish up some details and to brief Molloy. Molloy and the other ne- gotiators returned to the bargaining table in Van- couver last week, Osborn signed on to the Nisga’a negotiations in ear- ly 1993, making for a three- year effort at reaching an agreement in principle.
