ew. alum fores _ manager a veteran When Gerry Dodd retired from the Forest Service at the beginning of this year, the ministry didn't have to look far for his successor. Brian Downie, a 19-year veteran.of forest management in the North- west, was moved from the regional office in Smithers to take over the head job in the Kalum Forest District. , Downie came to the Ministry of Forests. directly out of the school of forestry at the University of British Columbia, with his first posting at the regional office in Prince Rupert. "Coming from Vancouver," he recalied, "I wasn't quite sure where it was." During the early 1970’s he worked in timber operations and silviculture. At that time, he said, the silviculture and recreation functions were just beginning for the ministry. He later became timber zone forester, and then moved into the administrative end of the service as regional planning officer. The experience gave him "an opportunity to get around the region”. When the Forest Act was amended and the service reorgan- ized in 1981, the regional office was moved to Smithers and Downie went with it as regional staff manager, a position he held until the move to Terrace. Downie is. using his opening weeks in Terrace getting to know the people involved in local forest issues and the Kalum district staff. “*T have to get a feel for the area and find out what people are concerned about... it’s really a Tay-M goes to commission Terrace-based Tay-M Logging wants to build a 15,000 square foot ‘maintenance and office complex in Thornhill, but the company will. first have to justify the need for 7.3 acres of Crown land to the Thornhill Advisory Planning Com- mission. This was the decision of the Kitimat-Stikine Regional Dis- trict board of directors Jast week- - end. a, Concerns on the part of the board include the fact that the 7.3 acres of Crown land that Tay-M Log- ging wants to apply for is at the heart of the area they have desig-. nated as the future retail center of Thornhill. According to Thornhill director Les Watmough, the industrial proposal from Tay-M is contrary _ to the Thornhill Community plan. He admits the regionat district made & "compromise" when they allowed Lomax Trucking to locate on an adjacent piece of property ‘but adds that that decision was not _ well received. . Watmough says there is other Crown and private land available in the area that would be better ‘suited for the Tay-M development. One of these, he says, is located near the future site of the North Coast Road Maintenace yard, a few kilometers north of Tay-M’s . proposed site. busy area, there’s lots’ of interac- tion with the people around here." Like many other administrative officers in the Forest Service, Downie is concerned about the organization’s public image.. "It’s really important to establish con- tact with all sectors. We’re sort of the middle group between the industry and other forest users. We have to pay attention, to open the doors to those user groups. "The B.C. Forest Service is criti- cized for not being neutral; there is a public perception that it’s aligned with the industry." Downie believes that impression can be changed through contact with people who have an interest in the way forests are used here. In addition to getting to know the people, Downie will also be spend- ing time getting to know the fore- st. "The Kalum district has a repu- tation for very good silviculture work -- and I would like for that to continus." He notes that the district silviculture program is the second largest in the region, and the annual cut is the largest. Renewal of the federal-provincial Forest Resource Development Agreement is “critical to intensive forestry in this region", he said. With regard to the performance of the industry in this area, Downie’s philosophy is that the ministry is responsible for enforc- ing an acceptable quality of for- estry practice. "We have a pres- ence in administration of harvest- ing,and I think that presence will increase. .
