N.D.P. POLICY STATEMENT ON FORESTRY S. J. SQUIRE, MLA Maximum social and eco- nomic benefit from our vast forest lands will accrue to the people of British Columbia through a program wherein this natural resource is re- tained and developed on a fully sustained yield basis through public ownership and management of commercial forest land. Only through public ownership and man- agement of timberland can an expanded Forest Service serve the best interests of the pub- lic through the prover alloca- tion of cutting rights. In addition, a New Demo- cratic Party Government would enlarge the Forest Service and provide proper finances to take care of: (a) Complete re-stocking of logged and burnt-over for- est lands. (b) Significant and positive contributions to silviculture and pest control through ex- panded research facilities. (c) Improved salvage methods to eliminate present forest waste. (d) Development of suffi- cient regional forest districts with fully trained personnel capable of .administering to the specific needs and re- quirements of their respective forest areas. (e) The development of im- proved stumpage and royalty rates in direct relationship to the end-product return of our forest resource. A New Democratic Party Government would, in addi- tion to the expanded work of the Forest Service provide, through a Forestry Commis- sion, the right of appeal against important administra- tive decisions of the Minister of Lands and Forests and the Commission would be charged with guarding against monopolistic tenden- cies. The attainable goal of com- plete social and economic de- velopment of our forest land for present and future gen- erations as envisioned by the New Democrats can be ac- complished by: (1) Consulting at all times with industry, labour and the public with a view to estab- lishing mutual confidence be- tween all interested groups in the province. (2) Encouraging munici- palities and co-operatives to accept management and oper- ation of some forest public working circles to provide revenue for local areas and provide multi-use recreational areas adjacent to urban areas.
