degree or certificate from a government-funded educational institution or
from a government organization, qualifying the person to provide any form
of massage.

Part IV - Administration and Enforcement, Section 506, Prohibited Uses of
Land, Building and Structures, be amended to include the following after
subsection (2): ‘

(3) Adult Entertainment Business

(4) Escort Services

(5) Massage Parlours

On January 26, 1994 the Protective Services Committee forwarded to the
City Planner concerns raised by Councillor Gordon about the potential for sex
-oriented business to move to some of our commercial areas. Councillor Gorden
noted that these uses appear to be frequent in other communities with growing

commercial areas.

While the business in itself, if well rum may not be 4 problem, the type
of waruly or criminal activity that tend to congregate in the proximity of
these businesses ia a concern. The Planner was, consequently, asked to ensure
that our Zoning Bylaw restrict the operation of businesses of these types.

DISCUSSICR

The City of Port Coquitlam has very concentrated commercial areas which
ghould remain a pleasant, calm place for the average citizen to interact
socially. . |

Businesses related to the sex trade in one way OF the other, while in
themselves may not pose a problem, have in other cities prompted, by their
presence, the development of undesirable and illegal activities in their

surroundings.

Drug selling. peddling, petty robbery etc. are the types of activity that
should not ba encouraged within the City whether in a coumercial area ofr
otherwise; therefore, it ia appropriate that. Council take measures to prevent
the proliferation of businesses that may encourage unruly or illegal activity.
