CITY OF PORT MOODY Moved by Councillor Hulbert Seconded by Councillor Burnside THAT WHEREAS the B.C. Hydro Burrard Thermal Electricity Generating Station has been operating for over 30 years in the absence of any reassessment of its continuing impact on the surrounding environment: AND WHEREAS B.C. Hydro has applied to upgrade Burrard Thermal so that the 962.5 megawatt plant, which on average has operated at less than 20% of its capacity, will finally be able to operate at full capacity; AND WHEREAS B.C. Hydro has not applied for an Energy Project Certificate (EPC) from the Provincial government which is required for any planned increase in generating capacity greater than 20 megawatt: AND WHEREAS an application for an EPC must contain a thorough assessmeni of physical, biological and social impacts, proposals for reducing these impacts, project justification and public consultation; AND WHEREAS emissions of carbon dioxide (and other — gases), a greenhouse gas of which the Greater Vancouver Regional District has promised to reduce production by the year 2000, wiil increase significantly as a result of the proposed upgrade to Surrard Thermal (which already is the largest point source of carbon dioxide emissions in the entire Province); AND W!.EREAS the proposed instailation of Selective Catalytic Reduction units will result in slippage of a new pollutant into our airshed, namely, ammonia, the health impacts of which have not been adequately studied: | ITEM | PAGE 2425 ST JOHN'S STAEET POAT sods TEL.
