Maitland, City Treasurer - Deputy Administrator SUBJECT: 1993 Budget Bylaws & 1992 Budget Bylaw Amendment Attached are our 1993 budget and related bylaws as well as our 1992 budget amendment bylaw. Bylaw # 2781 - 1992 Budget Amendment Bylaw This bylaw amends our 1992 budget to conform with our actual experience in 1992. The largest budget variance relates to the removal of capital expenditures funded from reserves from the actual column as Victoria has changed the procedure on handling of these expenditures. These expenditures are no longer to be included in our budget. Bylaw # 2782 - 1993 Budget Bylaw This bylaw is the result of the earlier budget discussions with Council, the budget includes the operating costs of the city as well as capital costs where the source cf funding is current revenues. Bylaw # 2783 - 1993 Rates Bylaw The rates bylaws have been prepared on the basis of the tax increase required being spread out as an across the board tax increase. While this was the intent, with the changes in property assessment this year each property owner will be affected by the combination of the change in property taxes which we levy plus (or in many cases minus) the rate of change of the individuals tax assessment. Bylaw # 2784 - 1993 Capital Expenditure Program Bylaw See separate report. Bylaw # 2785 - Sets refuse removal rate for 1993 Our fees for garbage removal will be increasing by $3 per year to a new total of $171. Bylaw # 2792 - Reserve Funds Expenditure Bylaw With capital expenditures from our reserves now not being included in our budget, we have prepared a bylaw to authorize the expenditure of these funds from the various reserves.
