DISCUSSION: The "Downtown" designation of the subject site and the northwest corner of Shaughnessy and Pitt River Road is intended to create a "Gateway" of taller and moze prominent buildings to signify the entrance into Downtown Port Coquitlam. The added height of the mezzanine structures (approximately 10 feet) at the corners of the building further attempts to reinforce the "Gateway" concept. A relaxation of the interior sideyard setback along the north property line from a required 25 feet to a proposed 10' 6" it ia requegted to accommodate the building. The Planning Department supports some relaxation, of this side yard, ae the building faces an open playing field, which is part of Central Elementary School. AL other yard setbacks conform to the zoning regulations. The indoor and outdoor recreation areas and parking have been provided in conformance with City Bylaw standards. The proposed building conforma to the general requirements of the design guidelines of the Downtown Development Permit Area. [It does not, however, fulfill the expectations of Council, of creating a dual tower "Gate" at this intersection. The denaity of the Building exceeds the 1.4 F.A.R. ratio permitted under: RM~4. The application, therefore is for RM-5, a zone that is intended for high rise developments rather than 4 storey frame buildings.
