3. Management of river flows should be such as to maximize the benefit mix to domestic water supply, hydro-electric generation, recreation and the natural flora and fauna of the drainage system, within the bounds of the priorities listed in (1) and (2) above. We would move, "That the Councils affirm the pricrities for viver management listed above (1 to 3)," We suspect that a Board would ultimately have representation from the following: City of Port Coquitlam District of Coquitlam B.C. Department of Water Resources Fisheries Service, Environment Canada B.C. Fish and Wildlife Branch Greater Vancouver Regional District B.C. Hydro and Power Authority. As all but one of these bodies are either directly or indirectly creatures of the Provincial Government, the Committee requests permission of the two Councils to institute discussions with the appropriate Provincial officials to learn their views on the formaticn of a Coquitlam River Board, as outlined above.
