That City Council receive this report;

(a) and that City Council authorise the Planning Committee to make this
document public so that comments can be solicited about it.

(b) and that Council authorise the Planning Department to submit this
report as completicn of the 1985 Revenue Sharing Grant for planning.

The second recommendation of this memorandum is requesting authorisation
to submit this report to the Ministry of Municipal Affairs for completion
Of their Revenue Sharing Grant requirements. Submission of this report
does not commit City Council to its exact policies, but rather is an
indication of an intent to proceed to implemention.

In conclusion, Council's approval of the recommendations of this report
are being requested, to authorise the Planning Committee to proceed next
year and to permit the Department to apply for revenue sharing promised

by the province for this project.
