Grace McCarthy Minister of Human Resources Dear Madam: Further to concerns raised on behalf of our committee by Alderman R. Smith of Port Moody, at the recent U.B.C.M. conference, we wish to confirm these matters in writing as requested. We have been advised that you will shortly be moving into your preliminary budget debates and we do realize that this is a time of restraint; however, we have looked at the programs in our community and felt that a letter to you at this time was in order. Our concern for our treatment programs {is that they are "preventive" -- many of the juveniles going through these programs are less costly to the province now than going through the justice system. Our community service programs are mandatory in these economic times. As you are aware, we are fortunate in our community to have a great number of volunteers both staffing our programs and administering the "umbrella" society.
