Miscellaneous Terms and Conditions 6.1 If it appears that the total cost of the Eroject will be less than the amount set out in Schedule A, then Canada and the City may agree to ceduce proportionately the amounts payable pursuant to this Agreement. 6.2. No member of the House of Commons shall be admitted to any share or part of this Agreement, or to any benefit to arise therefrom. 6.3 The City is not an agent of Canada. Nothing in this Agreement ig to be construed as authorizing the City to contract for or to incur any obligation on behalf of Canada, or act as an agent of Canada. 6.4 This Agreement shall not be assigned by the City without the prior written consent of the Minister. 6.5 Time shall be deemed to be of the essence of this Agreement. 6.6 The City acknowledges that it is familiar with the Government's Restraint Program comnonly known as the "6% and 5% guidelines". The City agrees to indicate in writing its intention to voluntarily support this Program, and to the extent reasonably: possible, to apply it in relation to non-union salaries and wages and use its best efforts to apply it to collective agreements. The City further agrees to use its best efforts to have any future price increases under its control or influence reflect the savings brought about by the application of this section. 6.7.
