AQ - The Terrace Standard, Wednesday, December 25, 2002 ale 2 neva reba RES fete yaEX: From front THE GEORGE Little house on Hall Si. wauld be moved to Kalum St. and become a new railway station. Downtown tourism zone goes to public hearing New construction in area must achieve a pre-1950 look lown tourism zone. “This was the old part of Terrace.” city planner David Trawin said of that section of Kalum, City council agreed to move ahead with the strategy and gave in- itial readings to necessary bylaws Dec. 9, Bul passage depends on a public hearing scheduled for Jan. 13, where any opponents of the plan will get their say. “I don't believe the regulations we're pulting in are a burden,” Tra- win said. Existing property owners will, however, find the use of.their land is Testricted, The new downtown tourism zone is designed for tourism specially stores, although it will also allow reslaurants, neighbourhood pubs, cultural facilties, museums, services like hairstylists, and hotels if they have ground-level retail shops. Sec- ond storeys can also house offices and apartments. Existing uses are grandfathered in. The goal is to encourage bouti- ques and specially shops geared to tourists. no But Trawin said a balance had to be struck between tourism and the needs of local residents so that it doesn’t end up being a tourism zone that’s boarded up from September to May. New construction must create a pre-1950 look, with heavy timbers and stone hiding any modern con- struction. The city won't enforce a rigid style of design - one developer could erect a Victorian-style build- ing, while anather would be free to opt for a more rural western [cok. Much of the west side of Kalum St. in the proposed zone is undeve- loped, Trawin noted. When it does get developed, the rules require that small shops face Kalum St.. The owners of the former Co-op performances or other open air acti- vities could take place there. The area would also be home to a small town square area at the south- west corner of Greig and Kalum as well as samples of local features - such as lava rock from the Nass Val- ley or a replica petroglyph — to tempt visitors (o tour the surrounding area, “Maybe they'll spend an extra day or two to go visit this place or that place,” Trawin noted. Murals with a historic or cultural theme are also to be a property will have to have to have small shops fronting Kalum if the rest of the Jand is “| don't believe the regulations win said. The current cul-de-sac at the south end of Kalum will be moved ‘further‘north, to create room for the train station and museum aon city ‘- owned land, The building will be surrounded with brickwork, planters and attrac- live landscaping. It’s also to get a covered board- walk sheltering passengers as they get off the train. The south end of the street will also be set up in such a way that Terrace Inn building. Trawin said the zone should channel tourists up Kalum St. to connect to other shops and stores along Lakelse Ave, Ksan House Society sold the 87- year-old heritage house to the city this fall for $1. Te City councillor David Hull didn’t participate in discussion on the downtown tourism zone, citing a conflict of interest. Hull, who is a consultant, said he has a client who is a property owner in the area. He wouldn’t name the client or give other details. THE ENTIRE cost of rede- veloping the 87-year-old George Little house into a new train station down- town is being pegged at around $418,000. But more than half of that could be paid through grants, and much of the Test is made up by dona- tions, says Brian Baker, executive director of the Terrace Economic Deve- lopment Authority, “If everything works out the cost could be quite minimal,” he said. He’s optimistic the city could jand more than $200,000 in grants for the project from Human Re- sources Development Ca- nada, the federal-provin- cial infrastructure program and the B.C. Real Estate Foundation. “It looks very positive,” Baker said, The actual amount the city needs to raise is around $270,000, he said, because the city already owns the land, worth $80,000, and the building, worth $60,000 was essenti- ally donated by Ksan House Society. The city forgave about $3,000 in fees K’san owed. About $80,000 in costs would involve labour to re- novate the house, restore it to a 1914-era look, and do landscaping and brick work. Another $60,000 is budgeted for materials. “We don’t want to do " Neon-5:00 pm Ron Mathews & Kim Therrien, CIBC Marilyn Dahl, Terrace Interiors & Heating Cindy Ryon, Eclypse Richard & Dianne Devost Jerry Gagnon Frank Carpino Dave Marlin, A&A Trading Terrace Do-lt Centre Glen Hurley, Community Futures Sharon Emerson & Kevin Brooks Gerry lozinki, JI's Excavating ~~ Mark Corson, Canadian Tire Terry Montaque Billy Allen ~ Wanne Moen ~ “dim Dully, Realtor Sue Hailey oo .Karyn & Ron Storey, Mr. Mikes Dave Trawin & Paul Gipps, Cily of Terrace 2 Jock Kennedy & Ken, John & ; >."
