Following his refusal to _ cooperate the UN took mili- tary action. BRITISH PLAN Tshombe’s defiance is bas- ed.on the backing he receives from British imperialism, and from Sir Roy Welensky. He knows that some circles still hanker after the plan of in- corporating Katanga in a British-controlled and recon- structea Rhodesia. Moreover, he has used the precious months of protracted “negotiations” to build up his armed forces, which now number 40,000 and for which he has an annual budget of more than $60 million—more than that of the central gov- ernment. Foreign mercenaries are now 1,500, more than at any time since the secession of Katanga. Tshombe’s attitude and America’s desperation are al- so explained by the critical position of the central govern- ment led by Adoula. QUALITY SERVICE votes were cast in the Cham- ber (and 47 against) for a motion censuring the govern- ment, and protesting against the “state of emergency” and the detention without trial of Adoula’s opponents. Official commentators in Britain and the United States have admitted that Adoula only functions because of American backing. “Adoula’s weakness is that he has no permanent backing in the fickle, unruly Cham- ber, where the only party with any cohesion is in op- position — the MNC (Lumum- bas party) =... (Times; 21.22.62). In the Chamber, Adoula’s government has been openly accused of being ‘“teleguided from the U.S.” This “teleguid- ance’ is open and shameless. And so is British imperial- ism’s “teleguidance” of Tsh- ombe. Each time that the UN forces have threatened to take action against Tshombe, the’ British government has made itself the rallying force of all the “ultras” and has_ used every form of pressure and sabotage to bring the U-S. ac- tion to a halt. Though now evidently ab- andoned by Belgium, the Brit- ish Tories are still clinging to Tshombe, and once again striving to bring the UN ac- tion to a halt. This has only been possible because the U.S. too, is not anxious to remove Tshombe, but only to change him from a British puppet into an American one.
