Council will recall that at its meeting of March 7th, 1977, first three
readings was given to a By~law that would authorize transfer of funds
from the City's Tax Sale Land Reserve Fund to pay for properties
purchased during the year 1976.

In accord with the established procedure, this By-law was forwarded to
the Department of Municipal Affairs for approval and the Department is
requiring that the City's Five Year Capital Budget By-law be amended
to take these expenditures into account. Accordingly, the necessary
By-law has been prepared and is attached to this memorandum and is
available for first three readings.
