In general, I think that we as municipalities could all gain from this
type of interchange of senior staff, where opportunities arise. In this
particular case, Ms. Taylor’s skills suit our needs and 1 believe we
could provide her a growth opportunity. I hope that you will agree and
recommend approval of this secondment to your Council.

{ would propose that Ms. Taylor remain on your staff and be paid by Port
Coquitlam. You would then bill us far her services, including all
payroll related costs paid by Port Coquitlam.

The Finance and Intergovernmental Affairs Committee met on February 11, 1992,
and concurs with the recommendation noted below.

RECOMMENDATION:

_ THAT Ms. Janna Taylor be seconded to the City of Vancouver to act as that
City's Director of Equal Employment Opportunity for a four-month period.
