City Engineer SUBJECT: Dominion Pump Station - Riverwood Development (Public Works Committee Meeting of October 1, 1991) That the Council authorize Fremont Holding Ltd. to reconstruct the Dominion Pump Station and associated ditch improvements to the City’s requirements at an estimated cost of $700,000. That Council agree in principle to waive the Drainage DCC’s that would normally apply to property owned by Fremont Holdings Lid. by the amount of the cost of the pump station and ditch improvements. ' As noted in the comprehensive development plan for the Northeast Sector, City policy requires that the Dominion Pump Station and associated drainage works be upgraded prior to the development of Phase 1 of the Northeast Sector. The upgrading of the Dominion drainage system includes installation of 4 fourth pump at the Pump Station, reconstruction of the major drainage ditches and culverts leading to the Dominion Pump Station, all of which is estimated to cost $700,000 (including 30 percent for engineering and contingencies). With these improvernents, the Pump Station capacity would increase from 43 cfs to 143 cfs. The attached letter from Hamilton Associates dated September 25, 1991 presents an offer from Fremont Holdings Ltd. (the major property holder in Riverwood) to design and construct the Pump Station and associated drainage works provided that the City of Port Coquitlam waive the estimated construction costs of $700,000 from the drainage development cost charges to be assessed to their property. Mr. Grant Anderson, City Solicitor advises that an agreement would be required between Fremont Holdings Ltd. and the City of Port Coquitlam under Section 983(a) of the Municipal Act (see attached). {R.
