Brown Director of Planning 1408 Chelsea Avenue Rezoning Application File No 55/89 RECOMMENDATION : THAT the Clerk's Office be directed to prepare a bylaw rezoning the subject property from an RS-3 to an RS-2 zoning designation. AND THAT the applicant be required to thin trees in the nature reserve within 20 meters along the boundary of the subdivision. AND THAT the applicant be required to construct a fence around the perimeter of the property except a road ends. AND THAT the applicant be required to construct Chelsea Avenue to a full standard to the eastern limit. AND THAT the developer institute design control for houses constructed in the subdivision This application is to rezone an 18 acre block of land north of the Riverwood Subdivision. The proposal is to connect Lincoln to Chelsea and Toronto. All of the lots in the subdivision are proposed to have an RS~-2 designation. Lots along cul-de-sacs and curve sections of roads will be larger than the minimum lot size. Most of the lots are proposed to be standard RS-2 dimensions, 375 sq meters (4,000 eq ft) and have a 12 metre (40 ft) frontage. Due to the lots being mostly uniform and of a small size, design control is felt to be important. It is recommended the developer institute a building scheme to provide design control of the houses. A concern about the project is that it has a north and east exposure along the Nature Reserve. In recognition of the shading problem at Juniper Avenue where there are similar circumstances, it is recommended the developer thin trees along the perimeter of the Nature Reserve back 20 meters to permit sunlight penetration.
