SUBJECT: Specified Area for Inprovenents
Downtown Revitalisation District

RECOMMENDATIONS: THAT City Council direct the Clerk's office
to prepare a bylaw inplenenting the Specified Area for the
Downtown Revitalisation Progranne.

AND THAT City Council approve the boundaries
of the Specified Area as shown the attached,
Map l. ;

AND THAT Notices to property owners about the
proposed inprovenents include a connent that
tax levies changes in their assessnent.

COMMENTS:

1) The prinary reconnendation of Council's Lisision with the
Downtown Merchants and their Steering Connittee is that a
bylaw be prepared to inplenent the Specified Area for
Downtown Revitalisation. Work on the project hes proceeded
to the level that a concept: plan has been prepared and the.
tean is ready to proceed to detail drawings. Before going
to that level, however, it is felt approval of the level of
spending being proposed should be approved by the :
nerchants. Consequently, it is felt that the Specified
Area bylaw should be drawn and subnitted to the affected
owners at this tine.

the revised boundary of Specified Area was discussed by the
merchants Steering Connittee at their meeting Tuesday 5
April, at which tine it was supported. Changes to the
boundary were in the area of deleting non-comnercial
properties along the western perineter and two properties

within the area.

The City Treasurer has requested that notices to owners
contain a connent inforning then that their individual

levies will vary slightly each year, depending upon what
portion their property conprises of the total assessable

value in the Specified Area. i
