3. Dyke and Drainage Costs to the City:

Welcome though the proposed dyking and drainage scheme may be and

long overdue, I may add, there is the element of costs that must be

considered at this time. .
"The City of Port Coquitlam would be responsible for any costs
incurred in obtaining easements and/or rights-of-way, necessary for the

proposed works". (p. V.of the Bonham Report). In addition; the City,

it is proposed, will be responsible for the maintenance of dykes, pumps,
flood boxes, drainage ditches and removal of silt deposition. The
accumulation of silt from the Yule, Hyde and Smiling Creeks as well. as
Cedar Ditch could be extensive,. requiring removal of considerable .
yardage annually. - Lo. _— = an

The existing dykes along the Pitt, were built in 1909 and- improved

along with the installation of pumps in 1950. . But the cost of maintain~

ing: the dykes. and pumps was ‘borne by. the Province. Can the City at this.

time afford the above outlined added costs?

Recommendation: When the Outline Report on Costs is made available, the

City initiate negotiations with the Province to share in the mainten-

ance costs.
