R.A. Hosegood and John Van Der Hoeven of the S.P.C.A., Mr. Lou Dubois, and R.A, Freenan, City Clerk in attendance. The Committee disevesed vardoua itens of interest and it was agreed that the following recommendations would be made to Council with respect to amendments to the City's Animal Control By-law: i. That the voluntary penalty now set on the form of ticket issued should be reduced to $10.00 where the voilation arises as a result of an action by a dicensed dog and that the amount set Should remain at $20.00 with respect to unlicensed dogs. 2. That the requirement contained in the By-law for the leashing of dogs should be changed so that it {s clear that a leash is required only while a dog is off the property of the owner. The present wording tends to indicate that 2 leash ia required at all times. 3. That the two penalty sections in the By-law - Sections 33 and 34 - should be reviewed by the Solicitor to remove any possible conflict between the payment of a voluntary penalty and the imposition of a fine by the Court. . .
