Venezuela:
Rich in oil and rich in poverty

CARACAS (CP) — Despite
its health, Venezuela still
bears the ugly scars of
poverty that inarked the
entire country before petro-
dollars started pouring in,

Caracas a monument of
prosperity which half a
century ago was a bucolic
colonial elty of 100,000, 1s the
worst example,

homes for the “good life” in

off than they were in the
interior— most have

television sets and many own
cars, But here, where the
contrast between rich and
poor manifests itself at ev-
ery turn, they are mere
acutely aware of their lot.

cost apartment blocks, But
new slums crop up to replace
the old.

As recently as 40 years
ago, 75 per cent of the
population lived off the land.
Today, that same per-
centage lives in Venezuela’s
major cities.

The result has been that
Venezuela, once an exporter
of guch staples as coffee and
sugar, now imports much of
its fcod—$700 million worth
in 1975.

Last. year, 25,000 head of
live cattle were flown in
from Costa Rica.

Despite the government's

- efforts, the situation shows

little sign of improvement.
The newspapers com-
plained last month of food

shortages. The population
isn't going hungry but It’s
hard to find what one is
looking for, remarked an
editorial.

President Carlos Andres
Perez is having trouble
coaxing people back to their
farms. The oilprice
brought a major industrial
expansion and rural dwellers
flocked to better-paying
urban jobs,

complain that government
