Deputations are call- ing upon'the government and upon individual public repres- entatives. That which.is vital in all of them have come. into being as a result of the grow- ing conviction that ali who cherish peace must act now ‘to prevent nuclear-war. There are differences of op- inion concerning the source of the danger. of- war. The-Com- munist Party of Canada. has stated its position on this prob- lem clearly. We hold‘ that the source of the threat to world peace -is ‘capitalist imperialism. As the CCF. stated. in the 'Re- gina Manifesto, on the basis of which your partty was found- ed, as’ long as capitalism lasts there will be’a danger of war! But, éven where differences concerning this question .do exist, they should not prevent those who cherish peace from cooperating to: preserve it: Similarly, there are differ- ences concerning a number of basic questions relating to so- cialism, and the: path to social- ism in Canada. But, surely, at a time like this, © differences concerning. these questions ‘should not prevent us from co- operating to prevent nuclear war. In fact, it is only by pre- venting ‘world nuclear war, that we can hope to resolve our differences concerning the path. to eee * It is the iengeay of Canada that Liberal and Conservative governments have surrendered military control of our country to the United States and have enmesned us in a network of aggressive alliances and war preparations. The..Communist Party -be- lieves_ that.the policy by which we can extricate Canada from this dangerous position and en- able her ‘to make a valuable contribution to the prevention of world nuclear war, is one of Canadian Neutrality—disen- gagement from _ preparations for ‘war and refusal to be a member of any military bloc or grouping. A policy of neutrality will, necessarily, include Canada’s withdrawal from NATO and NORAD, the withdrawal of United. States forces from bas- es in our country, and an of- ficial-decision that no nuclear weapons will be allowed on Canadian territory. It would make ‘possible and logical, a radical reduction of military “expenditures. If Canada were to take ‘this path many things could be’ accomplished. For example, part of, the billions of dollars now being wasted in military expenditures, such as the Bomarc missile ° sites, could be used to expand Can- ada’s overseas trade and ex- tend social services and great nation-building projects. If the new economic crisis which threatens ‘our country today cannot be averted at least ‘its calamitous effects upon the masses of*the: people could be ‘ameliorated to a very great ex- ‘tent. Such a positive policy would make Canadian support of the proposal to end nuclear tests and ‘for ‘general disarmament qualitatively more effective than our support can be while the federal government places the arms race above ‘all other considerations of national: pol- icy and, thereby, makes Can- [ada a satellite of the United | States. Grow- ing numbers of people realize that democratic public action, in our respective countries, for disarmament’ — to exclude war from the world— is an important feature of the conditions in which it is pos- sible for the colonial and semi- | achieve independ- colonial peoples’ to genuine national ence. : We are addressing this lei- ter to you as men and women |} who through the years have striven te achieve a better Ca- | nada. During the years. before the second world war mem- bers of our two parties co-op- erated in the great.movement against war and fascism. Many members of our parties work- ed together in the Canadian Youth Congress, the work of which helped so much to com- pel Canadian capitalism and its governments to acknowl- edge the plight of the youth of that generation. Through the second world war members of our two parties fought shoul- der to shoulder in the armed forces or worked in industry, expanding production and building the trade union move- ment.
