U.S. MILITARY COMMANDS ALL OF EASTERN CANADA Lest it be forgotten, in the stepped-up drive of U.S. big bus- iness to take over Ontario, Quebec and Newfoundland re- sources, the U.S. military is in command of the whole of east- ern Canada as far north as the - pole, south to the border, west to Hudson Bay and east to New- foundland. Known as the U.S. Northeast Command, it was created Oct. 1, 1950 under the command of Major-General Lyman P. Whit- ten, with headquarters at Fort Pepperell, on the outskirts of St. John’s Nfid. The information on the U.S. “ghost command” was revealed by Ross Munro in the Ottawa Citizen on Nov. 23, 1950. It is worth remembering. The Tribune, June 16, 1952 . 50 years ago... EDMONTON LABOR PROTESTS BREAK WITH SOVIET UNION EDMONTON — A meeting of the Canadian Labor Party emphatically protested the ac- tion of the Federal Government in breaking off diplomatic rela- tions with the Soviet Union “without any inquiry into the val- idity of the charges made against Russian and without even await- ing the vote of the British Par- liament. “It would appear from the of- ficial statement of the Govern- ment that there is no charge made as far as Russia’s activities are concerned in China, and the action taken appears to us to lack dignity and exposes Canada to the charge of being tied to the apron strings of the British Con- servative Party”. The CLP demanded an im- mediate resumption of diploma- tic relations with the Soviet Union. The Worker, June 11, 1927 PACIFIC TRIBUNE—JUNE 17, 1977—Page 4 IDITORIALL COMIMUEINT New policies for jobs — Finance Minister Macdonald gave both Canada’s 1.5 million unemployed, and objective reality, a snap of the fingers in Commons on May 31, claiming his March budget’s “stimulation of the private sector provides young Canadians and others with the best prospects of economic improvement...” | What a horse laugh! Since the budget, unemployment has increased, not de- creased. The only improvement has been in the profits of the corporations and in the accelerated take-overs by U.S. monopolies. Does Mr. Macdonald think those “young Canadians” he speaks of are stupid? . The real stimulation is.to the most reactionary forces in Canada, who are fighting against state intervention or control — except, of course, over the working class, the trade union move- ment, wages and collective bargaining. They want unrestricted capitalism, a free hand in exploiting workers; and that is the direction, with a few sham battles, the Trudeau government is going. Opposing them is the increasing de- mand for state intervention — for the people, not via class collaboration, but in defence of the working class and its al- lies, with a public watchdog over the’ intervention. Bold new policies can mean full employment on a long-range basis, in- dependent economic development for Canada, and a capital investment prog- ram to build secondary industry and provide not only enormous employment opportunities, but a new Canada, de- veloped in the interests of the working people. That is the basis of Communist Party proposals for Canada — buildin projects. An all-Canadian energy policy based on public ownership of energy, includ- ing a two-price system for gas and oil; an end to exports until all of Canada’s long- : term needs are fully satisfied, makes sense contrasted with sell-outs of energy resources by private entrepreneurs. All natural resources should be_ publicly owned by the Canadian people. How do the resources of a country become the private property of a corporation? In- deed the multi-national corporations should be nationalized along with the banks and credit system, so that the economy can be financed and run for the benefit of all Canadians — not for the enrichment of a handful of monopolists. A farm policy of guaranteed stable markets, guaranteed prices and incomes for farmers, security of land tenure, tax-free agricultural implements for small and medium farmers is a part of this plan, as is an all-Canadian transpor- ‘tation policy, ending rail line abandon- ments, nationalizing Canadian Pacific, in an integrated land, sea, and air system. Public ownership of land for urban development, recognition of housing as a public utility, and a housing program of 400,000 housing units annually for low and medium income — this is the -way to jobs and security. . Donald Macdonald. and his govern- ment would preserve monopoly rule, © and the opportunities for youth and all workers, abounding in this rich land would be squelched. But the working _ class, progressive and democratic people of Canada, united in their anti- monopoly wrath can compel policies of full employment and the achievement of working-class goals. New Soviet constitution Serious visitors to the Soviet Union are amazed at the degree of participation of working people in the running of the country at all levels. Socialism has estab- lished new relationships far removed from capitalism and its efforts to involve “token” workers in “ownership” of in- dustry. At the heart of the socialist sys- tem of the USSR is the fact that all the people “own” the resources and produc- tive capacities of the whole country. — In this 60th anniversary year, com-— memorating the October Socialist Re- volution in 1917, Soviet people and their well-wishers on every continent, take pride in the remarkable achievements of that brief 60-year historical span. It 1s fitting that it 1s this year the whole Soviet people are discussing and amend- ing the draft of their new constitution. Only ina country that has broken with - the old capitalist rule, only in the envi- ronment of socialist democracy could the USSR’s approach be taken to writing a new constitution. On Saturday, June 4, 1977, the Communist Party newspaper Pravda, and newspapers throughout the country published the draft of the con- stitution for discussion and amendment by the 250,000,000 population before approval by parliament some months from now. : Pe What capitalist country would dare — risk letting the people of the country formulate the constitution? Not surprisingly, the capitalist media cannot measure up to the occasion. They can only snipe at the new draft and deny the very socialist democracy being exer- cised in country-wide evaluation of the draft. ; For the millions around the world who see in the vast human advances made during 60 years of the USSR the promise of their own liberation from the fetters of war-oriented imperialism, the publi- cation of the draft constitution is reason for heartfelt congratulations. © In the years which unfold under the impetus of the new Constitution may the USSR continue to inspire and assist the world’s peoples striving for a world of peace, development and human dignity.
