Carried ITEM H: RECVCLING COUNCIL OF BC Dorothy Caddell of the Recycling Council of BC gave a broad scope definition of the Council, its membership lists, and its purpose. In sununary, the Council was started in 1974 and currently has about 375 members. The membership is made up approximately equal by four main groups, i.e. Government; private companies; recycling organizations, and big business. Funding comes primarily from private donations and contract work for the Provincid. Government. For example the Recycling Council for BC undertakes to operate the recycling hotline on a contract basis to the BC Ministry of Environment. Several publications are produced each year and they are currently looking at expanding into the hazardous waste area. Dorothy Caddell left a binder with information including detaQed definitions of the programs and purpose of the Council. Dorothy Caddell also suggested that their organization should be kept up to date on Port Coquitlam's plans for composting and recycling as it would be put into the computer and passed out to people when they phone, should they require specific information of Port Coquitlam. PROMOTION OF BACK YARD COMPOSTING chosen by the City is excellent but the citizens need to be stimulated. We can develop and administer, in coniunction with the retail operators at the demonstration sites, a coupon program which will involve funding of 33 1/355 by the Ministry of the Environment and the, balance by the home owner. Under a program like this the City would predetermine the number of composters to be distributed during the fiscal period, apply for and obtain the funding and we would administer the program and each month, submit the coupons redeemed for reimburseasent by the The method City. COMPOST COLLECTION AND PROMOTION OF BACK YARD COMPOSTING Because householders have different ideas on how they want t& handle their compostables, a combination of two plans could operate. Under a progx am like this the municipality would apply for and obtain funding for 33 1/355 of the costs of all equipment including the truck/packer. The householders would be offered either a back yard composter or a roll out cart. They would each be required to pay an amount, the total of which would cover the cost of the system after deducting the amount contributed by the Provincial Government. If collection could be bi-weekly during the high growing season less often during the wiriter,, this would eliminate the need for an additional truck to be 'on the streets so frequently.
