Develop and maintain the North East Sector communications and information systema plan and oversee amateur radio auxiliaries in the Sector. Prepare the annual capital and operating budget for the program and make recommendations for capital and operating programs required for each of the participating rounicipalities. 4, Provide overall direction and management for the HEROS Program and promote disaster preparedness for industry and commerce in conjunction with programs like EPICC(Emergency Planning for Industry and Commerce Council) . Maintain active liaison and promote partnerships for disaster preparedness with the foliowing organizations: School District #43; neighboring municipalities; the Regional Hospital District; Simon Fraser Health Unit; lifa line utilities; special care facilities such as Riverview Hospital and the Forensic Psychiatric Unit. il. Act as the principal agency for coordinating the recruitment and training of volunteers. Tha Program Manager and Emergency Planning Assistant would be employees of, and would recsive administrative support from Coquitlam. The Program Manager would be an. excluded employee and both employees would be obligated to respond fo emergency requirements and to adopt flexible working schedules to accommodate evening and weekend meetings with volunteers. Other organizational options were examined and rejected as being less advantageous to the Program concept.
