REPORT FROM THE COMMITTEE ON MULTI-MATERIAL RECYCLING IN THE TRI-CITIES Sapterber 30, 1938 The Committees endorses this report and recommends to the three Municipal Councils the following: 1. That each municipality set as a medium term goal (to be achieved within two years) the recovery through recycling of 16% of all residential waste; and, as a longer term goal (within 5 years), the recovery through recycling of 15% of all residential waste. That the Municipality of Coquitlam initiate e curbside newspaper-only recycling program at the earliest possible date. That each municipality deveiop a residential waste recycling plan, as soon as provincial funding is available. That each municipality consider implementation of a pilot multi-material curbside program within 12 to 24 months. That each municipality be prepared to cover the costs of a multi~material curbside program, equivalent to the real savings obtained through diversion of residential waste from landfill or equivalent sites. That each municipality participate, both financially and otherwise, in the development and implementation of an educational and promotional campaign on behalf of recyciing. That each municipality pass a bylaw requiring mandatory at home separation of specified recyclables from residential waste, if this bylaw dees not already exist. The By-Law is to be contingent on the provision of a recycling service for the specified recyclable materials. That each municipality adept as a principle that any municipally sponsored initiatives in recycling attempt to accommodate the interests of those community groups and organizations currently engaged in recycling, including such groups as the Scouts and schools. 23
