Kirk, September 2, 1988 City Administrator FROM: Environmental Protection Committee SUBJECT: Burning of Clearing Debris RECOMMENDATION: That the 1988/89 land clearing burning season proceed unchanged for this year. Background and Comments: As Council members are aware the open air burning of brush, stumps, slash and light materials resulting from the clearing of land is permitted during the period commencing on October 15th in one year and extending until April i4th in the year next following. This practice has been in effect for many years now and the Committee are recommending that it remain unchanged, at least for this one season. Part of the reason for this is that land clearing contractors have submitted bids on various clearing jobs in the City based on the understanding that they are permitted to burn and to change the rules now would be rather short notice. However, the Environmental Protection Committee will, during the balance of this year (and, hopefully, next year's Committee will continue) examine some change to the present regulations. This is a difficult subject with which to deal as the disposal of Jand clearing debris becomes very difficult if burning is not permitted. However, the air pollution that results is becoming less and less acceptable all the time and the Committee are hoping te be able to reconcile these two opposing factors early next year so that if changes are required plenty of notice will be given. it should be noted that this particular recommendation does not affect the usual spring and fall “backyard burning". ‘The Committee will be presenting a report to Council at its next meeting on this subject. ~ / oa a « R.A.
