COMMENTS: Following submission of the Planning Department's report about This application a change has been made that is being drawn te City Councils attention. : As Counci| members may recall, the Proposal for development of. the Genstar property cailed for a mixed use development at the south perimeter between Mary Hill Bypass and the Fraser River. Due to the regulations of the CD Zoning District it can not be applied unti | specific buitding ptans are submitted.. Consequently, an RM-4, Muitifamily Residential District and C-3, Commercial! District are being applied. The Zoning Districts Proposed, have been selected as they best represent the users and density expected to be developed in the area, The uses to be developed there include apartments as the predominant use and a mixture of water oriented commercial activities such as a hotel, restaurant, It is. because. of the first activity, hotel, that C-3 rather than C-2 commercial was selected. A hotel is felt to be a major component of any commercial venture at this ltocetion. In conctusion, this change from CD to RM-4 and C-3 has been made to more clearly specify the kind of uses being proposed and to eliminate the necessity of preparing detail! drawings for a development that will not commence tor several years. As may be recalled, the developer is registering a restrictive covenant against the Property to place a design control upon its development.
